UK says direct for loans from small commercial operation resigned

LONDON (Reuters) - Demand for finance from small businesses in Britain remains subdued with applications for loans toward the end of 2009 still down sharply from their 2008 high, Business Secretary Peter Mandelson said on Thursday.

Policymakers at the Bank of England and within government worry that Britain"s fragile economic recovery will not gain traction without higher flows of credit within the system.

"Data supplied to my department by the four main lenders to small and medium-sized enterprises (SMEs) show ... the number of applications in the final quarter of 2009 some 25 percent down on the early 2008 high," Mandelson said, answering questions in the House of Lords, the upper chamber of parliament.

"However the value of loans drawn in the final quarter of 2009 was over 7 percent up on the previous quarter and the majority of businesses applying for support continue to access finance they require," he said.

A spokeswoman for Mandelson"s Department for Business, Innovation and Skills said the four main lenders to SMEs were Lloyds Banking Group (LLOY.L), Barclays (BARC.L), HSBC (HSBA.L) and Royal Bank of Scotland (RBS.L).

"The principal problem that we have in the economy is a lack of demand for lending rather than a lack of supply," Mandelson said.

"It may well be, as the recovery gathers strength during the course of this year and next, that the demand problem might become more of a supply problem and that"s why we have to be very vigilant about the approach and practices and behavior of the banks in relation to the corporate sector," he said.

He said loans totaling more than 690 million pounds ($1.06 billion) had been drawn down by nearly 7,000 businesses under the government"s Enterprise Finance Guarantee.

The Enterprise Finance Guarantee, a loan guarantee scheme, was launched in January 2009 to help SMEs obtain working capital and investment in the depths of the credit crunch.

Mandelson said surveys by his department showed around three-quarters of businesses got finance from the first source they approached, though he accepted that the general perception of bank lending among small businesses was more negative than the figures suggested.

"The data indicates current approval rates for loans and overdrafts are around 66 percent for businesses with turnover of up to 1 million pounds and close to 90 percent for 1-to-25 million pound turnover businesses," he said.

He urged banks "to be both more communicative and also more competitive in their approach to lending to SMEs."

European breeze solar cos 2010 outlooks talk about

MADRID/FRANKFURT (Reuters) - The world"s No.1 wind energy generator and its fourth largest solar cell producer gave markedly different outlooks for 2010 on Tuesday, showing how the fortunes of solar and wind energy could diverge over the year.

While Germany"s Q-Cells avoided giving forecasts for 2010 due to uncertainty in solar markets, Spain"s Iberdrola said it expected operating profit to grow 20 percent in 2010, and forecast its installed capacity would grow to 16 gigawatts in 2012 from 10.7 GW in 2009.

Solar power faces incentive cuts in Germany, Italy and France along with competition from cheap Asian producers worldwide.

The European wind sector has not yet felt an impact from Asian imports and is receiving support from huge offshore windfarm programs and more stable regulation than solar.

PRICE STABILITY KEY

While Q-Cells is sold out of solar panels for the first half of 2010 it sees "unclear pricing dynamics" from July onwards. It could only say of 2010 that it aims to be profitable as prices remain so unpredictable.

"It"s hard to give a concrete outlook (for 2010) given the great uncertainty in the market," Q-Cells" chief executive, Anton Milner, said in a conference call for reporters.

Germany, the world"s largest solar market, plans to cut state-mandated incentives for rooftop solar installations by 16 percent from July 1 and eliminate support for solar plants on coverted farmland, according to parliamentary sources.

Expectations of those cuts has prompted solar developers to push forward projects to complete them ahead of the likely cuts, creating a boom in short-term demand, according to industry analysts.

The German cuts were agreed by a committee of the Christian Democrats and Free Democrats and are slated to be discussed by Cabinet on March 3. They must also be approved by the lower house of parliament.

"Subsidies will be with us for many years, but they are subject to change, and we are seeing that now," Jens Meyerhoff, the chief financial officer of First Solar, the world"s largest solar company, told a conference in New York on Tuesday.

Wind power remains a cheaper source of electricity than solar and is seeing rapid growth around the globe, although its share of power generating capacity is small compared to coal-fired generation and nuclear power.

Renovables has power purchasing agreements giving it fixed prices for many of its U.S. windfarms which, together with its agreement to sell power to its parent Iberdrola at above average prices, supports its defensive profile.

Stable regulation and long-term supply contracts in the United States has enabled Renovables to sell 90 percent of its 2010 generation in advance at fixed prices, boosting its defensive profile.

Q-cells posted a 2009 net loss of 1.356 billion euros ($1.85 billion), missing forecasts for 986 million euros from a Reuters poll, due to heavy writedowns and plummeting component prices.

Iberdrola Renovables 2009 net profit fell 5 percent to 371 million euros, narrowing from a 27 percent drop at the nine months stage and in line with company forecasts for a slightly lower bottom line and double digit growth in EBIT.

Poulter undiluted in pink! Ian beats Paul Casey to win Accenture Match Play Championship

English golf has never had a day quite like the one that took place in the Arizona desert on Sunday - not in the long history of the United States tour, anyway.

Two Englishmen fighting it out to see who would be crowned winner of the Accenture Match Play Championship? Only six Englishmen had won in America since 1960, never mind this.

Brit of alright: Poulter lends Casey a helping hand

In the pink - literally, of course - was Ian Poulter, trying to make it a seventh. In black, Paul Casey, in the final for the second successive year and trying to add to his Houston Open win last year.

Finally, it was Poulter, who turned pro at 17 with a four handicap, who claims the singular honour of becoming the first Englishmen to win one of the three World Championship events that sit one rung below the majors and which began in 1999. He won the match by the margin of 4&2.

So a week that began with world No 4 Lee Westwood bemoaning the lack of credit given to his countrymen was ending with Poulter as world No 5 and Casey at No 6.

There"s no ignoring them now, is there? In these pages a month ago we were revealing that England had three of the planet"s top 10 for the first time in 100 years.

Every month, it seems, brings another landmark. They"re proud of what they"re doing for their country as well. Walking to the first tee alongside one another, a reporter jocularly asked whom he should root for. "Enger-land," was Poulter"s instant reply.

Poulter began with the considerable advantage of having been involved in a semi-final against Sergio Garcia on Saturday that was exactly half the length of the 24-hole marathon between Casey and Camilo Villegas.

Whoever thought they would see the day where Poulter would thrash a consummate ball striker like the Spaniard? That"s how far he has come and he loved the aftermath.

He amused his one million followers on Twitter as the other semi progressed. "Guys, I can"t wait. I"m now in the bath with the television up loud," he tweeted.

An hour later, and it was: "Lieing on the massage table having some treatment. Can"t believe they are still out there."

The previous evening, Poulter had got back to his room to be met by a typically loud American party going on below. His request for a new room was granted but imagine what it was like when this highly superstitious individual discovered the room he had been given ended in the digits 13?

"I did think to myself whether I should go back and put up with the noise," he said. "But I managed to convince myself it was nonsense. I guess it worked out fine."

Casey and Villegas were out on the course so long that darkness fell before they finished. After a 12-hour working day, it was another 5am alarm call for a 7.10am start yesterday.

Villegas began like a Sunday club golfer who"s cold because it"s early and snap hooks his opening drive. Casey, who lives two hours away in Phoenix, wasn"t about to let an opportunity like that pass him by.

So to the final itself, with the small matter of 350,000 resting on the outcome - 900,000 going to the winner and 550,000 to the runner-up.

Could Poulter build up another irresistible head of steam, as he did against Garcia? I t was certainly his morning.

Four-up with four to play of the first 18, it needed a gutsy finish by Casey simply to halve the deficit at lunch.

As you can imagine, watching two Englishmen on an untypically chilly morning was not high on the list of priorities of the locals, with just a few hundred accompanying them.

A few more turned up after the break to see Poulter open with successive birdies to be four up again. Back came Casey. He won two holes either side of the turn to be just two behind again.

With three to play, the pair had a better-ball score of 15 under, a commendable standard at the end of a long week they will not quickly forget.

Meanwhile, back on planet Tiger Woods, the latest intelligence from someone who should know is: "He might be back sooner than people think."

Don"t rule out the Masters yet, or the Arnold Palmer Invitational next month.

NIAMEY (Reuters) - Niger"s military plans to run the uranium-exporting country until politicians agree on a new constitution and are ready for fresh elections, West Africa"s regional mediator said after meeting the junta on Sunday.

No timeframe has been set for the transition back to civilian rule but a spokesman for the junta said on Sunday that elections would be held "as soon as possible" and the situation was similar to a coup in 1999 that led to transparent elections.

Niger"s military ousted President Mamadou Tandja in a swift coup last week, putting an end to months of political wrangling between him and the opposition.

The seizure was formally condemned but it is also widely seen at home and abroad as a chance to end a political impasse.

"They have assured us there will be an opening for everyone here in Niger, for an inter-Nigerien dialogue," Mohamed Ibn Chambas, president of the ECOWAS Commission, told reporters after meeting the military junta.

"It is this process that will lead to a new constitution and credible elections," Chambas added. "They said they want a short transition that ends as soon as possible, but it is also the political dialogue that will define the timetable."

Thousands of people took to the streets of the capital Niamey on Saturday to show support for the army, but also to call for elections to be organized.

Tandja and his rivals were locked in a dispute over the president"s extension and deepening of his powers last year, a move that drew criticism and sanctions from abroad.

Although he held a successful referendum that officially gave him three more years in power after his mandate ran out in December, the row divided the nation. The military ended it by blasting their way into Tandja"s palace to arrest him.

The junta says it had to act to end tensions.

"We were encouraged by the fact that the authorities themselves are mindful that this is not their normal function and they are eager to finish this task and go back to their normal military and security duties," Chambas said.

COUP-HAPPY ARMY?

It was the third coup in West Africa in the last 18 months, in what some observers say is an alarming shift away from democracy in a region seeking stability and investment.

But a spokesman for the military junta, known as the Supreme Council for the Restoration of Democracy, said the 1999 coup, when the army ousted the president but held elections soon afterwards, should allay concerns about the military"s plans.

"If you want proof, in 1999 we had a similar situation and we handed back power and we had 10 years of stability. We are going to do the same thing," Colonel Djibril Hamidou Hima said.

Hamidou Hima also rejected accusations that the army, which has ousted four of Niger"s presidents, was too eager to step in.

"This is not the case. We left the political actors to try and find a solution. This did not happen. Social tensions got worse. We didn"t launch a coup -- we just re-imposed legitimacy, because this had already disappeared," he said.

Hamidou Hima said Tandja was being held in a villa in Niamey. The prime minister, interior minister and finance minister are also under house arrest.

Despite a flurry of international criticism and Niger"s suspension from the African Union, many in Niger and diplomatic circles say the ousting of Tandja has unblocked a political stalemate that months of ECOWAS-run talks failed to resolve.

DAMASCUS (Reuters) - Syria dismissed on Saturday an International Atomic Energy Agency recommendation to allow its inspectors unrestrained access, days after the agency said a bombed Syrian complex could have been a nuclear site.

An IAEA report said on Thursday that Uranium particles found at a Syrian complex destroyed by an Israeli air raid in 2007 suggest the possibility of covert nuclear activity at the site.

The report, by new IAEA Director-General Yukiya Amano, prodded Syria to adopt the IAEA"s Additional Protocol, which permits unfettered inspections beyond a declared nuclear site to check out any covert atomic activity.

"We are committed to the non-proliferation agreement between the agency and Syria and we (only) allow inspectors to come according to this agreement," Syrian Foreign Minister Walid al-Moualem said.

"We will not allow anything beyond the agreement because Syria does not have a military nuclear program. Syria is not obliged to open its other sites to inspectors," Moualem said after meeting his Austrian counterpart Michael Spindelegger.

Moualem did not address the findings of the latest IAEA report on Syria and repeated Syria"s position that its nuclear activities are peaceful and related mostly to medicine.

SUSPICIONS

The United States said the site bombed by Israeli warplanes three years ago at al Kubar, around 60 km (37 miles) west of the city of Deir al-Zor, was a North Korean designed nuclear reactor geared to making weapons-grade plutonium.

The IAEA report lent public support for the first time to the U.S. assessment.

"Unlike Israel, our program is peaceful," Moualem said, referring to the Arab view that Israel has a massive nuclear arsenal that contributes to Middle East instability.

Previous IAEA reports on its investigation into Kubar said lack of Syrian cooperation impeded the investigation.

U.N. inspectors examined the site in June 2008 but Syrian authorities has barred them access since and did not let them visit three military sites.

The IAEA has also been checking whether there could be a link between the particles uncovered at Kubar and similar traces detected in swipe samples taken at a Damascus nuclear research reactor later in 2008.

The report said Syria had refused a meeting in Damascus last month to address the issue. But inspectors now planned to visit the research reactor on February 23.

Syria, is an ally of Iran, which is under IAEA investigation over its nuclear facilities. Moualem said Western proposals for fresh U.N. sanctions on Iran were counterproductive.

"We do not think sanctions will solve the issue," he said. "They will complicated the chances for a constructive dialogue between Iran and the West."

French Prime Minister Francois Fillon said on during a visit to Syria on Saturday that world powers would have to take new action against Iran if Tehran made no further gestures.

LONDON (Reuters) - A proposed merger between clean energy companies Trading Emissions and Leaf Clean Energy will not proceed after they failed to secure the backing of a major shareholder, the companies said on Friday.

With a combined market capitalization of over $500 million, the merger would have created the world"s largest publicly traded carbon offset aggregator. "The Board is disappointed that despite a majority of approximately 62 percent of votes cast being in favor of the merger, the transaction ... requiring 75 percent approval, will not now go ahead," Trading Emissions said in a statement.

"This is the result of one major shareholder withdrawing their support during the offer period."

Analysts said the deal undervalued Trading Emissions" shares, which rose by 3 percent to 86 pence on the news, but dropped back to stand down 1.2 percent in early afternoon trade.

Leaf Clean shares lost as much as 17 percent to 52 pence, but recovered most of the losses after announcing a buyback of up to $27 million. At 1312 GMT they were quoted down 3.2 percent.

Trading Emissions said last Friday that Moore Capital, which holds 16 percent of Trading Emissions voting rights and 3.3 percent of Leaf Clean voting rights, had told both boards it would not back the merger after previously saying it did.

Scottish Widows Investment Partnership, which holds 8 percent of Trading Emissions shares, had also said it would vote against the merger, while INVESCO Asset Management, the largest shareholder in both companies at 32 percent each, according to Reuters data, was in favor of it.

In December, Leaf Clean, which invests in clean-energy companies mainly in North America, agreed to merge with closed-end fund Trading Emissions, which generates carbon credits by investing in projects in emerging countries under the Kyoto Protocol climate pact.

Investors were hoping Trading Emissions would wind itself up when Kyoto expires at the end of 2012, and return over $250 million in cash to shareholders.

"Whilst (the merger) presented an opportunity to quickly enter North America, the company is still committed to pursuing this market and will now target investments in the U.S., Europe and Asia to build a truly global carbon-focused business," Trading Emissions added.

Leaf Clean, which runs a portfolio of 11 clean energy investments worth $200 million, said it would commit up to $27 million to a reverse auction share buyback with a maximum price of 65 pence.

The board said it could buy back around 17.6 million shares, and would consider purchasing a further $20 million in shares.

But Croft"s accusations that she is seeing Kevin behind his back are said to have made Kerry assess their relationship with her husband, with whom she has two children - three-year-old Heidi and 22-month-old Max.The News of the World reported that she forced him to move his things into their basement and has told him to find somewhere else to live.They have had a turbulent relationship since they married at Gretna Green on Valentines Day in 2007and have had several public bust-ups.According to the Daily Star Sunday, Kerry jetted off to Tenerife last week without Mark, who is planning to move his things out of the couple"s Cheshire mansion.A friend told the paper: "Kerry finally realised its time to lose the leech. She told him she hadnt cheated but he was convinced. Artists simulate the march of plumpness with expanding portions in the Last Supper

Jesus Christ and Ronald McDonald may seem to have little in common. But both are presiding over the supersizing of their followers eating habits, according to researchers who found that the portion sizes in paintings of the Last Supper have piled up over the past 1,000 years.

American academics analysed 52 of the most famous depictions of the Last Supper and found that the appetites of the Apostles have become increasingly prodigious. The size of the main dish grew 69.2 per cent and bread portions by 23.1 per cent over the millennium, while the plates grew by 65.6 per cent, they found.

The findings suggest that todays obesity crisis may have deep historical roots, according to the researchers. I think people assume that increased serving sizes, or portion distortion, is a recent phenomenon, said Brian Wansink, director of the Food and Brand Lab at Cornell University, New York, who led the study. But this research indicates that its a general trend for at least the last millennium.

From the austere repast laid on by the early 14th-century Tuscan artist Duccio, through Leonardos lively party of 1495, the supper became a feast in Titians depiction of 1544. When Tintoretto painted the Last Supper in 1592-94 the table was groaning with dishes.

Professor Wansink, with his brother Craig, a Presbyterian minister and Professor of Religious Studies at Virginia Wesleyan College, examined dozens of artworks including modern depictions by Stanley Spencer and Salvador Dalí.

Using computer design software, they scanned the meals and calculated the portion size relative to the head size of the average apostle. They found a big upwards trend, in research published in the International Journal of Obesity.

The Bible, being more concerned with its religious import, does not dwell on the amount of food consumed at the Last Supper, and it was a tertiary matter for most artists, Professor Wansink said. The ampleness of the food is coming from the mind of the artist, showing what he thought was reasonable and appropriate in the time and place he was living, he told The Times.
